Clark Neily received his undergraduate and law degrees from the University of Texas, where was the Chief Articles Editor for the Texas Law Review. After law school, he clerked for Judge Royce Lamberth on the U.S. District Court for the District of Columbia.
Neily spent four years as a litigator at the Dallas-based firm Thompson & Knight before joining the Institute for Justice as a senior attorney in 2000. He is the leader of the Institute’s school choice team, and litigates economic liberty, property rights, school choice, First Amendment and other constitutional cases in both federal and state courts. Besides representing parents and children in defense of Florida’s Opportunity Scholarship Program and school choice programs in Arizona, Milwaukee, and elsewhere, he has made numerous public appearances and participated in many debates in support of school choice.
