School choice policies continue to evolve in the United States and around the world. While policy discussions generally focus on whether school choice programs work, using narrowly defined studies of student-level performance, the actual experience of school choice programs is much more complex.

In this study we explore the existence of different types of private school networks in Milwaukee’s longstanding private school choice program.
