For more than twenty years, Neal McCluskey studied education policy at the Cato Institute, including directing Cato’s Center for Educational Freedom.
McCluskey’s work focuses on school choice, higher education policy, and federalism. He is the author of two books, including The Fractured Schoolhouse: Reexamining Education for a Free, Equal, and Harmonious Society, and co-editor of four volumes, including Fighting for the Freedom to Learn: Examining America’s Centuries-Old School Choice Movement. He has testified before Congress and state legislatures and written numerous policy reports and articles.
McCluskey holds an undergraduate degree from Georgetown University, where he double majored in government and English, a master’s in political science from Rutgers University, Newark, and a Ph.D. in public policy from George Mason University.
