2026 EdChoice Participation Rankings

EdChoice tracks every private school choice program across the country and how many students participate in each one. In this annual post, we rank all programs by participation counts, current at the time of writing. This ranking reflects the most recent information available, though not every program has released data from the 2025–26 school year.  

This year, we made a slight change in calculating rankings; we’ve excluded non-refundable individual tax credits and deductions for K-12 expenses. For several years, our annual participation rankings have been prefaced with a disclaimer that while tax relief programs tend to have high participation, they offer limited financial support and therefore limited school choice efficacy for families. In light of this, we’ve eliminated eight previously included tax credit/deduction programs from our list.

That doesn’t mean our list is shrinking by much. Six new programs join the list this year.

In 2026, participation in school choice continues to increase, especially among education savings accounts (ESAs) and voucher programs. The top ten on our list mainly feature ESA and voucher programs with expansive eligibility requirements that enable every student in the state to apply.  Florida claims the #1 spot for the second year in a row. Other strong contenders include North Carolina, Ohio, Arizona, Indiana, and Arkansas. The growth of programs in North Carolina and Arkansas is especially notable. North Carolina climbed 12 spots since last year and now has over 100,000 participating students. Meanwhile, Arkansas more than tripled last year’s participation numbers to reach spot #9.

This list of 70 programs includes every currently active program that has released participation data. While there are more private school choice programs across the country, several of those programs are new and haven’t reported data from their first year. We’ve also added comparisons to last year’s rankings on the right-hand side.

Alli Aldis

Senior Research Assistant

As Senior Research Assistant at EdChoice, Alli studies school choice, public opinion polling, and related education policy topics. With the Research team, she collects and analyzes information on school choice programs nationwide, designs and analyzes public opinion polls on K-12 education, and maintains the organization’s data collection.

Before joining EdChoice, Alli graduated from the Ohio State University with a bachelor’s degree in History and PPE (Philosophy, Politics, and Economics). While at OSU, she assisted with research on pandemic school closures and school board accountability, and interned in policy research at Ohio Excels.
