Policies, Perceptions, and Implications of Inter-District Open Enrollment
Open enrollment is a form of school choice that gives families the opportunity to attend a public school other than the one assigned to them based on their ZIP Code. This report addresses the implications of open enrollment in several states and makes policy recommendations based on the results of several research projects.
