Public School Choice
Guam does not have any type of open enrollment policy, nor does it have magnet schools. It does have some charter schools.
Select a Choice Option to Begin
Guam has a few educational choice options, including a few charter schools and homeschooling. Guam has 26 elementary schools, eight middle schools, eight high schools and an alternative school that are all operated by the Guam Department of Education as a single unified district. The district serves about 30,000 students. There are also 30 private schools operated by religious denominations and non-religious organizations. As far as we know, no local legislators have ever proposed a private educational choice program.

As with all policies, policymakers crafting legislation to create a school choice program have to make numerous decisions about policy design: Who should be eligible? How should it be funded? How can we ensure accountability without too much red tape? Which state agency should have the responsibility of running or overseeing the program?
In the EdChoice Policy Toolkit, we summarize the main elements of educational choice policy design, discuss potential tradeoffs and make suggestions for designing policies that empower all families with educational opportunity.
