The South Carolina Educational Credit for Exceptional Needs Children Fund is a tax credit-funded scholarship program enacted in 2013, launched in 2014 and codified in statute in 2018. The program provides tax credits of up to 100 percent of individual and business donations made to the fund, up to 60 percent of a donor’s tax liability. The South Carolina Refundable Educational Credit for Exceptional Needs Children is a refundable tax credit program passed and launched in 2015, and it was codified into law in 2018. Different from traditional tax credit programs, refundable tax credits have greater utility for parents of more modest incomes.
